I’ve always liked The Penguin. Just nutty enough to be comical but also just evil enough that he has to be taken seriously. Plus he has the cool water vehicles.

The Joker is my favorite Batman villian. And I thought that the late great Heath Ledger did an outstanding performance as the Joker.
I like the Riddler. Jim Carrey was cool considering Batman Forever was average to poor. Always has the clever riddle or comeback line but terrible fighter.
