Looking at the other people in the beds they don't have dinner trays around them and Rodney was stuck there at the time so he may have requested one... Plus Katie was asleep so they may not have given her a tray yet... Just the way he phrased it sounded like he had taken her dinner. I was just watching the episode again and I was thinking – it IS possible that the dinner tray was actually for him.
