Garibaldi gets framed for a terrorist act and walks around looking serious while wearing 23rd century casual menswear, which looks a lot like casual menswear from 1994. This episode is mostly back story for him, which can be summarized much faster than in 42 minutes:
Garibaldi was a drunk and still struggles with it. No one in Earth Force wants him around because he’s widely believed to be a screw up. There. His back story is complete.
He’s the least interesting character on the show, so unless you love and just can’t get enough of that Garibaldi, I’d suggest skipping this one.
